What is normally concidered "the wrong way":
Any way: the receiver was just looking for anyone to fight and the look need be nothing more than a casual/unintentional glance.
Intentional staring up & down.
Intentional stare down: to cause to become uncomfortable by gazing steadily/intently at someone.
Intentional scowling: A look of anger or frowning disapproval
Other?

Pretty much all of the above. Actually, this is almost always the fault of the receiver of the look. The person is for some reason ready to be triggered by anything he considers aggressive, which can be any of the looks you mentioned. Chances are, even without the look, the person would have started the fight anyway, since he was looking for a reason to start one.

When someone says a fight started because 'someone looked the wrong way' it usually means the other person did nothing to provoke it. Sometimes I heard it said, "He didn't like his face", or "He didn't like the look on his face". And even better, "He was in the wrong place at the wrong time"

The wrong way is an excuse to take out aggression on some innocent because you can't provoke them.

Seeing as I never expect someone to give me a dirty look, you can tell when someone is thinking something nasty about you. I mean, when I see someone sneering, or narrowing their eyes and quickly turning away, it's a big sign to me that something is going on. If someone is simply looking at me, I probably won't even notice.

The first usually-thugs use this 'he was looking at me in a bad way' to justify beating people up.

either in an intimidating/threatening way like the other man wanted to fight first (squinted eyes, expression that says "bring it on")

in a manner that appeared that the other man was looking down on him like he was better than him ( usually glancing down on someone over your upturned nose)

or the other man was looking at him in a way that seemed like he was taunting him or laughing at him.
