You can't Horsepower is only an indication of power of the motor, and many other factors including the shape of the vehicle, the weight of the vehicle determine how fast a vehicle can travel. horsepower is only one factor of many in determining speed of a vehicle. Even a compairson of maximum horsepower (I'm assuming the number you're looking at) is not a good indication of how fast a boat will go. Given the same exact boat, with engines with different "maximum" horsepower, the engine with the maximum horse power may not necessarily accelerate the boat faster. Horsepower for an engine is actually a curve, and not a single number.

you cannot convert a volume (2000cc) into horsepower. horsepower is a measure of rotational torque at various rpm's. 2000cc's is usually referring to the displacement (size) of an engine. like a honda 2 liter four cylinder is 4 500cc cylinders adding up to 2000cc'c (cc=cubic centimeters) which is 2 liters.

There is no direct conversion. It depends on engine performance. If you're talking about motorcycles, they typically have better than 100hp/liter performance so 2000cc would work out to 200+ hp. Many car engines typically are lower with more like 60hp/liter. But again, there is no rule. An 8.2liter(500 cubic inch) top fuel dragster engine can develop upwards of 7000hp or 850hp/liter.

Sorry there is no way to convert a volume to a force.
If you are tying to figure out how much horsepower an engine has look up specs on that particular. Even engines with the same displacement can have wildly varying horsepower numbers.

Well, I know that air restrictor plates work up to a limit of 2000cc or 215 hp... so maybe there's a link.

All depends on what it is. There are many 2000 cc engines, but they all don't have the same HP rating.
