I just found a dead bird in my backyard, and I don't know if its the kind you're supposed to report and if so, how and to who?

It depends on where you are, and what programs are in operation in your region.

In general, many regions monitor mortality in corvids (crows, ravens, magpies, bluejays) for the presence of West Nile virus. West Nile is primarily a bird disease - transferred between infected birds and the mosquitoes that specialize in feeding on birds (i.e. Culex pipiens). The corvids, for whatever reason, are highly susceptible to dying from the virus, and so are useful in the same fashion as the canary in the coal mine - to detect the local presence of the virus.

In most areas, the testing is performed through the auspices of the State Fish & Game personnel. They, or your local health authority would know whether birds in your area are being tested, and how to go about submitting a dead bird.

In many areas, testing of birds is no longer being performed. In general, once it is known that the virus is in a region, there's not much point in continuing to test the birds. Some regions continue to test the birds however, mostly so they can appear to be doing something.

It depends on where exactly you live and what programs they have running in the area. On top of that it depends on what they might be looking for. For example if they are looking at West Nile chances are they will want any dead crows.

Some places will only take birds and other animal if they are starting to appear dead in large numbers.

Overall it really depends on your area. Contact your local fish and wildlife/game and they will let you know what they are looking for.

If the bird is in danger call ASPCA. Or where you live. If it is in dangered you gotta do something about it don't bury it .call ASPCA.

endangered i believe. just bury it and say a prayer.
