Many new bands allow legal downloads of their music and some major bands have some free downloads - look on the band web sites and myspace.com

In terms of downloadable, major star music, you really can't.
But a lot of indie and house bands do have tracks of theirs you can download from their websites. It's a good way to expose yourself to new bands and new tastes that you wouldn't otherwise heard.
The Newgrounds Audio portal, at www.newgrounds.com/audio, is a great free resource if you're looking for background music for animations, movies, presentations, etc.

One of the best websites is www.minorcrisis.net. Just search and artist or song and press download. Works best with Firefox because if you don't trust or like it you can remove it. Also is www.zshare.com where you search a song on Yahoo! or another search engine and add zshare to it and if they have it, it's yours. You don't download anything but the song or give an e-mail address and it's paid for by ads.

The new version of limewire has a filter that makes it quasilegal, but you have to turn the filter on. That's about the best you'll get.
