No it is under copyright so you can't get it free. Try your public library.

Unless an aurthor allows their works to enter the public domain while their alive, then you need to wait X number of years after their death for it to enter the public domain before it could become free. The amount of time will differ by a countries public domain laws..

That book is still under copyright, so you can't get it free online.

If you go to your library's website, they might have e-books available for "checkout". (you'll need your card and some libraries require a pin number, which you have to apply for).
