Depends on your airline.

When my children traveled unaccompanied the airline did not charge for my daughter once she was over 16, but they did charge an unaccompanied fee for her younger sister who was 12. They did not consider an older sibling under 18 to be an "adult escort".

Contact the airline you are scheduled to fly with and verify the policy - it varies airline to airline.

Im not sure about you, but Im sure your sister will need parental permission to travel. Best thing is to call the airline and ask them to tell you everything you will need. They will help you.
