Follow BSOD's advice -- and make sure you USE the WPA encryption (use WEP only if you cannot use WPA with your router and your computer).

Use a strong encryption key (sometimes call a "password" but more than just a password): at least 8 characters long, longer is better; mix alpha, numeric, and special characters; use some lower-case and capital letters; don't use any obvious names or dates.

1- Change Default Administrator Passwords (and Usernames)
2- Turn on (Compatible) WPA / WEP Encryption
3- Change the Default SSID
4- Enable MAC Address Filtering
5- Disable SSID Broadcast
6- Do Not Auto-Connect to Open Wi-Fi Networks
7- Assign Static IP Addresses to Devices
8- Position the Router or Access Point Safely
9- Turn Off the Network During Extended Periods of Non-Use

Can you not change your connectivity settings to only recognise the devices that you specify i.e. any wireless connections that you may use.

If he is using your broadband without your permission, he is breaking the law. Call the cops. That'll stop it really fast!
