If you are getting condensation on the lines then it is cooling. the problem may be dirty filters, or a dirty 'A' coil. If the unit was really low on freon, then the line would freeze up and there would be frost on the lines.
Still wouldn't hurt to have a HVAC guy take a look and check out the system and let you know what it needs. good luck.

Happened to me last August... it was low freon/coolant in the system. My system was ~10 years old (average life span for the ones built around that time) so neared end of it's useful life. I called a guy and had them come out and recharge with about 3 pounds of coolant, which fixed the problem and cost me around $150. We got it through the season and replaced it this past spring with something more efficient as well.
If you have a dehumidifer, go ahead and crank that on--it could help a bit since most of what an air conditioner does is remove moisture from the air. But you'll probably need to call someone to recharge the unit.
BTW, I'm in Virginia so not the hottest or coldest part of anywhere...

probably just needs a good cleaning of the A-Coil
use some vapco foaming coil cleaner around 10 bucks a can at the HVAC store near you. try and brush off most of the stuff by hand first and then spray on the cleaner .
