GREECE! August,September and October are awesome in Greece, great warm weather without all the crowds! Restaurants remain open and you can stay in the bigger cities, Athens and the like, or you can island hop (cheaply I might add) by taking advantage of the daily ferries that go to all the islands. Wonderful place to visit!

Rome and other big cities in Italy have lots of "Chiuso per vacanze" signs. Things by the beaches stay open, because that's where the people go. I don't remember France having so many closed signs, and things will definitely be happening by the beach.
I'd say if you can, and since it's right there in the area, you could also check out Switzerland.
I'm sure you'll find some places open in florence, venice, taormina(sicily), cinqueterre villages (italy), positano, capri, or amalfi (italy). And in France you could go to Antibes (between Cannes and Nice, where you could also go)
You might want to check out Chamonix and Mont Blanc, France, and Annecy is beautiful. Collioure, france is a small, picturesque place on the coast almost to Spain. Paris will be more open than Rome, but call ahead to see if hotels are open in rome. You can always find a supermarket.
I've been to Avignon, St. Remy de Provence, Montpellier, and Arles. They're all really nice, maybe quite hot if not by the water.

Prague and/or Budapest are good choices. I go to one or the other from Italy in August. Good food, friendly people, especially in Budapest, and interesting attractions. Prague has a sculpture exhibition in Wenceslaus Square, the biggest castle in the world, a great old town, interesting day trips like the Ossuary, and castles. Both of them are relatively inexpensive and easy with good public transportation.
