Small claims court isn't worth it; besides the guy is a road-rage driven freak and I'm afraid of what he'd do to me if I charged him in court.
I don't care if the method of finding him is legal; what I plan to do to his car is not legal!

why don't you just report him using his license plate number? i wouldn't risk trying to do something to his car and getting caught.

Man up. Either take care of it in person or report it to the authorities. Messing with someones car is the most pathetic way of taking care of a grudge. And is the way most likely to get you killed/seriously maimed.

Forget about it. You'll be the one that gets caught. It's not worth it. Either call the police and do it right or forget about it.
