Can they both be used exactly in the same way?and do they mean exactly the same thing?
Consider you want to talk about a branch (or a campus) of a university which is in another province with some programmes of study that ofcourse exist in the main branch of the university too(ofcourse both has the same names,just one is branch(campus) of the other one.
Do you call it branch or campus?
And what is the difference in usage of them?

I mean would you say "Tokyo Branch" or "Tokyo Campus" if it has its main branch in another province.

Campus is territorial, in other words, the field on which the buildings of a university are situated.

But Branch is like the branch of a tree:
local unit in organization: a store, bank, or other organization that is part of a larger group and is located in a different part of a geographic area from the parent organization

"Campus" is the portion of the university that houses the main administrative offices and the primary areas (grounds) of activity related to the university. A "branch" is a location that is not on the main grounds and can be in the same city/town or another, but is affiliated with the university administratively.

campus is located on grounds of the main office of a university, branch is usually reference to a town outside of the town where the university exists.

campus is used for a school; branch is used for a library. Tokyo campus is a school location for the university of Japan; Tokyo branch is a library location for the Japan library.

branch and campus are not the same things. they can't be used simultaneously
like the eg. tokyo branch is used for the whole instituition setup in tokyo and tokyo campus is the college
