I want to know the owner of this home next door to me. 2nd time the people have left the house and the yard is trashy and grass is out of wack. I call the health dept who is up on their job, but dang dont these landlords check their property. I wish they would sell it to a wonderful owner.

Absentee slumlords were wrecking our town. The city council passed tough upkeep laws and the building inspector enforces them. We took the profit out of trashing our city. It made a huge difference.
What I'm saying is, tell your councilman, or alderman, or whatever you have in your town you want action. You might be surprised at how many people agree with you!

The City ougt to have a code inforcement office to check on places like this. There are requirements to be met before a landlord can rent out property. (at least in most cities)

I know what you mean. When a neibor doesn't keep up their house it does bring your property value down. If I were you I'd have a talk with the landlord, let him know your concerns. If he doesn't act on it, then keep reporting him to the city, hopefully he'll get sick of all the violations and sell. Good Luck.

If you neighbor doesn't respond to your communication, you can also include the fire department and your building department code enforcement. Tell them there is an attractive nuisance that needs attention. Fire hazards and zoning code violation, respectively.
