I think that your installed windows is corrupt as one of the system files is corrupt . First put the windows CD in the CD rom and try setting up windows . Secondly , if this fails , please reinstall a fresh copy of windows

OK . . . this is a problem . . .you have the PEBKAC Virus . . . you should bring your computer to a specialist and have it removed . . . It should cost around $200
