Is there any truth to it? No. If you are an artist, you don't have to smoke.

As for his intentions, I would only speculate. However, I offer the following for consideration in regarding his possible intentions:

(A1): The theory is that when people in geneal max out their coping skills, they self-medicate. [As an "artist," I am guessing that this is not much of a stretch based soley on their media-promoted stereotypes.]

(A2): People want to fit in.

(A3): People tend to cultivate friendships/relationships with like-minded people. Also, it can further be assumed that they notice their behavior more readily in others (i.e. - like Jeep owners always noticing other Jeeps on the road...what is that all about?)

Now, this individual may already be a smoker (and therefore either wanting to justify his lifestyle OR because he is engaging in self-medicating behavior). Either way, he has probably developed friendships with other smoking artists; therefore, he may more readily discount all the non-smoking artists. Furthermore, this statement may have been made to further promote his lifestyle (and subsequent justification for smoking) as normal, as he seeks to further socialize within a specific population and "fit in" himself.

NOTE: This is not at all a comprehensive explanation of social psychology in any way, but I think that it may be used to basically depict this statement as concisely as possible without getting into major social psychological theory on motivation and societal structures. Also, I am using he/his to also include she/her.

I'm a fine arts major. I only smoke when the going gets tough...which is a little too much. Artists have stressful lives and often depressing ... smoking is a way of "releaving" all of that... It's not going to be completely true, but it sometimes seems like there is some substance to that.

The truth is subjective at least it is to the creatively minded.
In reality, the truth is black and white. Smoking is bad for you and if you smoke you're hurting yourself. If you bow to peer pressure for any reason you're a fool. If you smoke because someone told you to then you're an even bigger fool.

Artists live in a world where it is important to at least appear to be cool. Remember that they like to sell their work to the crowd that believes that "It is better to look good than to feel good". Maybe they think that they have to suffer for their art so they poison their lungs. Dumb, plain and simple. Buck the trend if you want to be out there and set you own way.

It's a stereotype, yopu see it all the time. Like all skateboarders must do drugs and anyone who wears black must worship Satan. Welcome to earth. You'll face many stereotypes before your time is over.
