I would like to use VOIP to call outside the country. But does it work well when calling outside the country on a 1.5Mbps line?

I have been using Vonage for over a year now and for the most part been very happy with it. I would tell you to give it a shot... it uses 64-80k or so when in use (each direction) so your 1.5 should be just fine. :)

VoIP uses the same bandwidth whether its calling across the street, or to Tokyo. You need to be much more concerned about upload speed.

Generally VoIP requires at least 256 Kbps upstream.

Try Lingo - they are very well priced and have great service. I called my sister in Germany all the time with it. Crystal clear.
