When you do drugs, everything scares you, even people dressed up in scary costumes.
At least Scooby and Shaggy were on something, how many people do you know that can eat sooo much and not gain a pound. They always had the munchies.

Of course, the others were getting the second hand stuff, so they got high as well, they just didn't get the munchies like the other two.

Velma, Daphne and Fred aren't scared of ghosts at all. It's just Shaggy and Scooby who are afraid. (Zoiks!) Shaggy just goes along because he's a hippie stoner and even facing ghosts and monsters are better than getting a real job to hippie stoners. Plus, Velma's got him whipped. She's the one holding the Scooby Snack stash.
Scooby goes where ever Shaggy goes because he's Shaggy's dog.
Besides, if it weren't for those meddling kids, everyone would have gotten away with it, too.

Hey man,

I guess you haven't watched some of the later Scooby movies. There really are monsters! Reah, Ronsters!! Plus, getting scared and running away is the second best way to work up a great appetite. Ask Shaggy what the best way is. ;)

That's why they're scared. It's not ghosts that terrify them. It's creepy, troubled grown-ups who play "Dress-Up" that really freak them out.
