YOU DON'T ACTUALLY have to click start, ALT F4 at desktop does it too.
START only opens the menu system, you then click SHUTDOWN there.
Also to "Shutdown Windows" you actually are running a program, a command line option that sytematically closes things down and powers off. . . so actually START is correct to "Launch the shutdown routine"

the idea behind start button is process. Windows took that idea or steal it from Linux. Because in Linux everything is a process.
