If you are running windows SBS 2003, set-up your internal web page (usually is http://companyweb)
It has a built-in Help Desk Support system that can allow users to create tickets and help you resolve IT problems.
You could also use the plethora of CRM (Customer resolution management) software that's out there to handle this if you don't want an intranet based solution.

If you don't have many IT staff members, I would recommend implementing a software support system. You can try Spiceworks, its free, and helps manage all of your equipment on your network. It has a built-in Helpdesk system.

You need to define the requirement further. I have been doing this stuff for many years and don't understand what you are asking.
