Pokemon Colosseum Help?

Question

Okay so I didn't snag all the coliseum pokemon. However, I beat deep king agnel (and all the other Cipher Admins) twice. So I read in cheats that you get a message saying you snag someones pokemon. Then you end in a battle against yourself until you realize it's just Cipher member named Fake. I never got the message nor battle. Please help.

As far as I know of - the Fake person will not appear until you capture every other Shadow.
