I think NO experience or role (Except perhaps Vice President) prepares one for The Presidency. You could have asked the same of Clinton, Carter, Reagan, etc. It is on the job training.
I think being a Governor or Mayor MAY have an advantage over a Rep or Senator in that you are part of the Executive Branch, and not one of 100, or 435.

After the first bombing in the early 90's, Guiliani was told not put the command center in the World Trade Center building. He was told to put it underground. He refused to listen. When the jets crashed on 9/11, he was in the street walking around 'surveying the chaotic scene' & taking command because he had no freakin' command center. Guess where the command center is at now? Underground.
