I was pretty sure that "on" was correct but everyone at my new company uses "against." It's weird!! Even the CEO does.

Focus would take 'on' as a preposition.

The correct answer is "on". Using a negative word, even in support of your company/organization/club, makes the entire sentence negative and creates a negative impression of your _____ with the general public even though it usually isn't intended that way.

"on" unless you have a strategy which is, very specifically, against something but even then "against" sound odd. So "our stragegy is focused against breaches in IT security" could work but I'd say "Our strategy is focussed on breaches in IT security" or "Our strategy is focussed on defending against breaches of IT security".
