Microwaves work on the principle that the frequency of radiation that the machine emits resonates with water molecules, causing them to vibrate and heat up. Since most food contains at least some water, this is an effective way of heating food. However, paper contains no water whatsoever, so the microwave oven will not raise the temperature of the paper by that much. This is also why it's difficult to heat dry foods like crackers in a microwave.

Probably get hot if the paper is purely white. It will reflect the microwaves, so its temperature may only increase a small amount. However, this is BAD for your microwave, so i dont recommend it. But if you were to use dark paper, it would absorb more energy, and may catch fire only very briefly, and will probably look like a short burst of plasma. This is probably bad for your microwave too.
