If you do not have a fever and are not short of breath, just drink lots of water and get lots of sleep (hot tea...the simple black tea that is not herbal and not decaf can help open airways, too). If you are feeling short of breath, and/or are running a fever, you need to see a doctor.
Viruses can cause a show of colored mucous, and they are usually best treated with rest, fluids and time, but if you have a bacterial infection, antibiotics may be required.
If your nose is stuffy, you may have a viral/bacterial infection there, draining the infection down into your trachea (windpipe). That can make you need to cough up pus-filled mucous as well.
You did not say how long you've been sick. If you've only been ill for a couple of days, give yourself a few more to get well. Our bodies are amazing at healing themselves if we don't get in a big hurry to go on medication.
You really need to have some kind of insurance. Why were you on Medicaid when you were at home? I guess I need some more information to help you with that situation. I'm concerned that you are not covered.

This is in no way relevant to laws and ethics...but it sound like you have a sinus infection or allergies, or the common cold. Don't go to the hospital. Go to the pharmacy, tell the pharmacist what your symptoms are, and have him suggest an over the counter med. That should help. IF after taken the suggested meds you still feel bad, then get out the phone book and look up your local health center. You can go there practically for free - no sense racking up hundreds of dollars at the hospital for such a minor infection.

Are you a smoker? it sound like you might have bronchitis, if you feel pain in your chest whe you cough and your throat hurts also it might be bronchitis. Im sure you can find a clinic that does not cost much. And health its a first priority and something not to play with. Go check yourself even if you miss your electricity bill! You might be able to find something to calm down the cough in a pharmacy, like vicks, nightquil or other anti-cough or descongestants. But just to be on the safe side go to a family doctor. Or research your symtopms online. You can also try a homemade remedy like warm honey with lemon to soothe your cough.

It sounds like you could have pneumonia or bronchitis and I think you should go to the hospital. They have to treat you even if you can't pay. This kind of thing will not get better without antibiotics, and you really do need to go. Good luck, and feel better.
