Hmmm. First I will give you a list of top competitors: North Korea, Sudan, Nigeria, Iran, and any country that would allow a woman to be burned alive if she is descovered to not be a virgin after marraige. Eeewww.
Now i will tell you who it is not. It is not the Philippines as has been suggested. I have given roses to that country and they were not rejected. And even if they were, that hardly qualifies to make it the worst governenment.

Because they are corrupt and play by the western rules. Every time there is a leader that stand against the west something bad happens. Money, MOney, ANd more MONey. That also plays a huge roll, people are driven by money and with Islam the leaders can't have complete power and the richness they have. Just imagine every one of them leaders payed Zaka. How much you think that would be? As a matter of fact Muslims that do try to practice Islam and speak against the leaders can be pressured in Muslim countries.

Define worse. You've had a couple of good answers already, depending on the respondents view point. Iraq and North Korea top my list because their leaders are paranoid dictators with access to dirty weapons. Somalia and some of the other African countries which remain in permanent civil war are certainly contenders, since the provide nothing to their citizens but institutionalized corruption,violence, and ethnic cleasing.

pull us a WINNER. Ther are just too many and some that we just don't hear about because our "News Media" don't think they are "Worthy" as sad as that sounds.........But just right off the top of my head, N. Korea......most 3rd world countries under a hostile regime, Iraq definitely don't have it togather

You cant say Iraq cuz they do have a democracy now but, I would say, any government under sharia law is a candidate.
Thats the one where a woman who has been raped is blamed for being unfaithful and is subsequently buried up to her waist and stoned to death by the townsmen.
Thats pretty crazy and it does go on. Northern Nigeria, Iran pakistan .
