The simple answer is that she could not. TB was informing the Queen of his decision to resign as PM. She does not have the constitutional right to refuse. She has the constitutional right to ask him (or any other MP) if they can form a government, but she is not his employer.

I've alrready explained this to my niece today. Liz is only a figurehead, she has no real powers. The people of England went to the polls and voted. The Labour party won the majority and therefore they formed the government with the head of their party becoming PM. Tony had this job, he resigned and the party decided that Gordon Brown should be the new leader. Basically no-one else wanted it.

People would have ignored her, it would have been the equivalent of a royal fart. People would have shuffled away embarrassedly, and pretended that it didn't happen.
Everything would have gone ahead as normal and press reports and releases (which were probably written well in advance of the meeting) would have ignored the royal gaff
you have to remember that Liz Windsor has no real power, she's the equivalent to the guy who dresses up as 'Mickey Mouse' in Disneyland.... a meaningless figurehead, who's kept around to entertain the tourists

good question. i guess you can't stop someone quitting a job, they can just walk out. But what would have happened if she said she didn't want Gordon brown as prime minister, afterall she does have to ask him to form a government in her name, she could say she wants someone else
