Rod Laver or Roger Federer.
Many of the players mentioned can be ruled out. Pete Sampras, who holds 14 Grand Slams, has never gotten close to winning the French Open. It shows that he was the best player of his time, but doing terribly on clay separates him from his 'greatest of all-time' peers. Agassi shouldn't be mentioned in this argument. Although he won all four slams and a gold medal, he was never dominant. For example, Sampras always had the better of Agassi when it counted (GS Finals). McEnroe, Connors, and Borg, have never gotten a calendar GS, or even remotely close. There are a lot of factors into this that I could get into.
After everything, I don't think there have been two players as dominant as Laver and Federer. Laver has won two calendar grand slams, which is unheard of today. But some might argue that 3/4 slams were played on the same surface and that he won those two calendar grand slams when many professional players were banned. Federer, who has almost won the calendar grand slam, has won 10 grand slams, which include 4 consecutive Wimbledons, 3 consecutive US Opens, and 2 French Open finals. No one has ever been that dominant, considering for 3 years he has run into one of the best clay courters of all time.
But it really is impossible comparing generations. Each generation has their champions, and we should just leave it at that.

The question you have asked requires a subjective response. Here are my contributions.
Pete Sampras,The Williams sisters, Althea Gibson, John McEnroe, Chris Everett, Billy Jean King, Jimmy Connors, Martina Navratilova, Anna Kournikova. Arthur Ashe. There have been so many sensational tennis athletes, I really believe it is impossible to name any one of them the best.

i dont think federer is the best ever. i also think its hard to pick one player, there are so many.
Agassi, McEnroe, Conners, Becker, Borg, Pete Sampress, Arthur Ashe, Sharapova, Graft and many more but i think all these are in league that Federer cant compete in.
