As said, there is food for sale in most trains in Europe. But expect to pay more than you would in a restaurant while you have less choice.
And local (sometimes national) trains may not have food at all.

If you are on a tight budget, buy food before you get aboard and picnic in the train.
And make sure you have some snacks with you, as when they have service at your seat they will only come when you do not need them and never when you are desperate.

yes, depending on the train it can be as simple as a snack served for a vendor pushing a cart car to car or there may be a dinning car

Yes. Just like in Amtraks, you have to purchase them from the bar.
