1) There are many "Hunting Accidents" every year with
worse outcome that this one
2) The guy Dick shoot said it was his fault and apologized
to Cheney. That pretty much ends the any investigation
there.
3) It would be a big was of tax payer money and nothing
would a get accomplished.

If he was, you still wouldn't be happy about it. It doesn't rise to the level of being impeachable, and there wouldn't be any jail time involved.

Anyway, if he were guilty of that, what should Hillary have been charged with for throwing an ashtray?
