The majority of the time they just want that two points, and plus they are immature.

Some people seem to be simply asking for rude or not serious answers by the manner in which they write their questions. Perhaps they should first have some regard for the people who might read their questions, and properly state them in order to receive a proper response. Respect begets respect.
Additional: This is not a joke. When someone doesn't bother to use proper grammar or spelling, or fails to articulate their question to make it understandable, or leaves out necessary information, then they are showing disregard for those who might come upon it. They are in effect treating potential responders poorly, so how do they expect to be treated in return? They might be treated well despite this, but it is a little arrogant to expect more from others than you are willing to give them yourself.

I think answer 3 has nailed it pretty well. I would cite your own question as an example:
"What happens to a human body after being shocked by a vehicle battery?
while driving a mass transit bus i was wet from the rain and my vehicle and a leak in the from that was very bad it got the control panel all wet i touched it to use the panel not knowing it would shock me and it did.what are some of the long and short term affects i could have and should i worry?"
In the cold light of day, wouldn't you say that's just a tiny bit disorganized?

Well, the reasons vary. Some people think of intelligence as subjective and relative; they can only feel smart by making other people feel stupid, so they belittle questioners. Other people reply with snarky comments to arrogant questioners who are merely seeking validation for their own dubious beliefs, or to lazy questioners who can't be bothered to compose a well constructed question or do their own homework.

because they don't know the answer and they would rather be rude than answer a question they know the answer to. If they thought about it they would be able to understand that if you need to ask it's because you didn't know and aren't just there for sarcasm and rude comments. Don't let it bother you they are ignorant and ignorance is bliss. At least you have the since to ask about something you either don't know about or aren't sure of.

Because there are a lot of rude people who use the internet and are not smart enough to formulate a reasonable answer so they spew nonsense.
