Fire is controlled by any one of or a combinatin of the following:
The fire burns out when the combustile material gets exhausted. So, if you can stop the feeding of the fire, limit it, it will die down.
Fire needs oxygen in the air to continue. Replace the oxygen with Carbon dioxide or some other inert gas such as argon (some fires are intense enough to disassociate carbon dioxide into carbon monoxide and oxygen). Sand helps to remove the supply of air in some cases.
Cool the material so that the fire dies out. Water cools most fires sufficiently (not all like magnesium fires and zirconium fires). Foams are gas and water mixtures, similar to water but better.

If possible, seal off the area which is burning. Containing the fire can be done simply by closing doors and windows. It may not stop the fire, but it will slow it down as it burns up necessary oxygen in a contained area, and give a fire department a better chance of putting it out before it can burn through a barrier and spreading out to engulf an entire structure.
Water will only control certain types of fires. Fires caused by an agent such as fuel, or a kitchen fire caused by grease is better controlled with a powdered or foam type retardent. In these types of fires, water will just help spread the fuel source to a wider area, and cause the fire to spread that much more quickly.

By always making sure at first that the contents (which is... fuel, heat, & oxygen) of fire never meet up. But if it does happen, then always be prepared with the proper fire extinguisher. The Universal fire extinguisher is ABC. That will take care of all fires.
but if you can only find specific types of extinguishers like type
A-is for
Wood
Paper
Trash
B-is for
Liquids
Flammables
C-is for
Electrical
BUT THE MAIN THING IS TO NEVER LET IT START IN THE FIRST PLACE!
Look into joining a fire safety program to learn more. They will also teach you how to properly use a fire extinguisher.

just incase i misunderstood your question i thought i would include the actual control of fire in a magic, shaministic kinda way....
Blast Bomb
Category: Shamanism / Fire
The strongest fire-shamanist magic, said to be castable only by the legendary mage, Rei Magnus. When the spell is cast, balls of light about the size of a fist appear. Up to this point, the spell is similar to Flare Bit, but each ball nearly has the same destructive power as Burst Flare. This spell can not be cast by even Lina without the help of the Demon's Blood Talismans. Otherwise Xelloss has been the only actual character seen casting this spell.

school of fire magic :
Spell Classification. Like at all other Elemental Schools, there exist three Spheres in order to categorize the School of Fire. Every Sphere within an Elemental School is subdivided into two Spell Classes, resulting in a total of six Spell Classes, as there exist three Spheres at each School of Magic. The first Spell Class always signifies the physical representation of the Sphere, while the second Spell Class stands for the spiritual representation of the Sphere.

Do not ignite it.
Explanation: anything that can cause a fire should be kept away from people or scenarios that can ignite the said fire... makes sense?
