Is it that they have a culture of sex? What can be done to curb this? It seems totally ridiculous and unnecessary to me, these people having all these babies.

Is this question serious or what? I am Asian with decent education serving in a rural area where every other person I know have at least seven off springs. I have only 1 and envy those people who have those numbers under their belt.
You have to be here to understand the whole thing. These people here are mostly farmers or labourers. They need all the help they can get to work in the farmlands and who else should provide them with help if not their own children?
Seeing is believing. It just brings tears to me watching these people, seven, eight of them in a family just sitting around the tv set watching the prime time soap operas (we still have them here). They may not be well off but the closeness they share among the family is just overwhelming.
Lastly, if you ar really curious about this, we do have Homestay Programs here (In Malaysia) and you're invited to experience what it feels to be around these large families.

Most of the Asian countries are developing countries.. In this countries we clearly can see there are two groups of people, the richest ( small numbers ) and poorest ( large numbers ). In this countries the poorest are having more children then the richest. The richest have more intertainment program then the poorest. The poorest life without proper education, guidience, economic programs make them spend more intertainment in their house with family members. They don't have a culture of sex. You are misunderstanding with population and sex. Sex is feeling of nature. You can't curb that feeling but you can do programs to guide them to reduce children like a family planning programs, seminars, dialogue, forum etc to give awareness about that matter. I think you are too emotional. If you are from rich country, might be one day their children can become your adoption child. You know that children are God's given assets to the world. Try to save them as a part of our societies....

It's the other way round. Sex is considered a taboo in many Asian countries. The main reason the numbers are out-of-control is that many asians are not adequately educated, especially regarding birth control.
