* Each of these sex workers retains control over his/her individual earnings from prostitution at this brothel.
In this situation, a small owner-operated brothel is deemed not to have an operator who should have a certificate.

"Unlicensed brothel"??? New Zealand actually issues a license for a brothel. Hmmm, I may have to reconsider my vacation plans.

That is what police officers are for. If it is legal in your country, get the community to rally against it. Mothers are very powerful; let them know what is taking place!
