How do i make a guide?

i have all the information i need to make my own guide. but i dont how to and dont know what programs to use.

i like my guide to be organize like at the start it has a content and you can click on it and it goes to the page your after. but without using the internet or without waiting for loading it should load the page very fast.

the guide would have lots of words, along with pictures and diagrams to show how to do things. also nice headings

1. what are the best programs to do that? cost doesnt matter

2. what are the best free programs to that?

How about the old standby... Windows Help file, or its successor HTML Help?
