Only under one condition, and this one is really, really weird.
The game gets suspended, the pitcher is traded between teams before the game is completed, and when the game is resumed (days, weeks, months later), he is on the roster of the opposing team and has not yet been in the game for them. He can then be brought in.
Said it was weird. Don't think it's ever happened in the majors.
Returned to the game for his original team? No. Baseball is single-substitution in championship play (the All-Star Game, which is an exhibition, specifically makes an exception for catchers).

No they can't be brought back and neither can a position player when removed from a game. Once a player is taken out of a game, they are no longer eligible to be brought back to play. That is why the All-Star game from a few years ago ended in the 9th inning tied since they ran out of pitchers to play.

Not at the Pro level. I don't know about College, but in High School and Little League yes. In HS there has to be a reason I think because of a injury, but in little league the starter can come back in but no other pitcher.

Once a player has left the game he cannot return.
This is a basic element of the game. One of the elements of the game that makes it so interesting is the decisions a manager has to make, including when to remove his pitcher. This rule applies to all players: once they are gone they are gond.
