when I applied for a grad school and paid the application fee, I also paid the courier fee since I am an intertnational student. See they didn't even ask for it. Only the 100 $ appl. fee, but I added an extra 40 $ to that and explained that I need the admission letter be mailed to me by fedex. now, 6 months later, they send me the letter by the regular mail!! and 6 months!!! I need my 40$ back. Should I ask for a refund?

Oh no, I am not going to that school. I've been admitted to another one.

I hate to tell you this, but you're not going to get your money back. If you did something they did not specify or solicit then they are not obligated to reimburse you. You can't just spring something new on them, and then expect them to comply -- many times they are prohibited from those sorts of actions (it can be construed as preferential treatment).

Sorry about your $40 dollars though ... I've had similar things happen to me in the past.

If you are going there, I think that asking for $40 back might get you off on the wrong foot with them. It was your mistake to assume that they would send the letter to you on your terms, rather than theirs, and although they don't really have a right to keep the money, you really don't want to start out as someone who has twice asked for special favors before you even start. If you are not going to that school, and thus don't care what they think of you, you can remind them that you overpaid by $40 and would like the money refunded.
