The revs in my car go up and down while in neutral. Whats wrong? Its consistant and it goes up to about 1500 rpms and then back down to zero.

Not knowing what kind of car or what year troubleshooting is really difficult. Could be loose fuel system components. It could be idle controllers, pressure regulators, relays and so many other things to mention. In neutral you are not putting a load on the engine so that possibly narrows the potential problems down. Could be computer sensors, vacuum leaks, plugged vents and a bunch of other things. I think you should repost your question with the make and model of car so some of us with a little background in repairs can help you.

Air sensor, could be called a couple different things. Or even something stuck in the intake tube. Basically, engine senses less air than usual, increases throttle to fast idle, then decided too much air, back down, and this cycles.
