hex tanks are difficult -- they provide good display room for tall fish like angels. their height makes it hard to grow plants without really good lighting. they are breeding angels in brilliant colors -- kois, reds, good solid blacks -- something to consider.
for decorating ideas you can go to a few places -- i saw one that was kind of neat with a buddha and fake jungle around him in a hex on ratemyfishtank.com.
for bright fish you might want to go with a few cichlids like orange chromides if you can find them --
they like brackish water so its hard to keep them with much.

i like yellow/orange fish in heavily planted tanks. the contrast is nice.
you can also do a boatload of female bettas -- they are coming in brilliant colors thanks to lots of breeding.

Rainbow Fish are beautiful! I absolutely love them. The come in lots of sizes and colors.
You can get amazingly life like plastic/rubber corals, plants, even the saltwater fish. It's not the same, but you could decorate with them, then have the freshies as the "cherry on top".

okay I work t a fish store called the Fish Den. Hear check these type of fish out or just ask around foe them Guppies very colorful if you pick the rite ones, Neon Fish their school fish like a lot of the fish In salt water and colorful also they look like if they look like they have a blue light going down there body, Oh and I like angel fish there not the most colorful fish in the world but their nice looking and also look like salt water fish. The closest you can get to sw would be african cichilds. They like high ph so you can use sw sand, and rocks. They are colorful, and get a nice size. They also don't swim a lot which is the problem with hex tanks. There is not a lot of horizontal swimming area for fish. Africans tend to hide around the rocks. Check out africans not so. americans. Some nicely colored fish are mollies, swordtails, platys, and gouramis (you can look these up in the link at the bottom).
You can buy several realistic fake corals and anemones (http://www.thatpetplace.com/pet/cat/infoL3/22960/category.web ), plus some silk saltwater plant replicas.
