cut a potato in half and stick the cut side up onto the jagged pieces of glass. once it is embedded, slowly unscrew the base of the bulb.
of course, having the power turned off first would be highly recommended...

Ummm did anyone mention a potato? Try a potato. When that doesn't work, try the pliers. Good idea to turn off the power, either by unpluging the lamp or AT THE BREAKER. Otherwise you will short out the socket, and trip the breaker. You'll also get a good idea why you don't stick a pair of pliers into a light socket.
The power leg should be broken at the switch, but sometimes they are wired incorrectly, and the power actually goes through the socket first, and then to the switch. Turn off the breaker if it is a ceiling light.

Don't do it while the power is on, that's for sure because you'll get electrocuted. If you are talking about a table lamp, unplug it and get some needle nose pliers and grab the bottom of the outer part of the bulb (metal part) and twist it out of the socket. If it's an overhead light let your parents change it because the power will have to be turned off at the fuse box before you can safely remove the bulb.

First of all, turn the light switch off. Turn it off at the wall and on the lamp itself. So, of course, you'll need to do this during the day or have someone hold a flashlight up so you can see what you are doing. The best way to get the remains out of the socket is take a pair of rubber handled pliers and grab the edge of the socket. Turn it to the left to loosen it and keep turning it, it should come out. (Remember, "righty tighty', lefty loosey".

First turn off the power and then cut a potato in half and use the potato to unscrew the light bulb. It works really well. Have had bulbs blow out several times.

this is an old trick, it's going to sound kooky but it is safe and it works... cut a potato in half and use the flat side and push it onto the part of the bulb still sticking out and slowly turn till it's loose enough to remove.
also, shut off the breaker and unscrew it with your hand, wear leather gardening gloves so you don't cut yourself.

Here's how the Polish do it.
Cut potato in half, stick said potato into socket (pwr off duh). THEN what you do is hold the previously mentioned potato still and TURN THE LAMP AROUND in circles until it comes out.
Of course if this is a socket in the house then you will have to get a thousand men to lift the house and turn it.

Cut a potatoe in two, making sure one end'll fit into the broken socket.
Stick it in there (with the lightswitch off) and twist it counterclockwise-it should grab onto the broken remnants and unscrew.
