meet someone who knows how to drive a truck and ask them to teach you, then go get your health test, permit, read the book, learn how and take the test!

will cost you about $75 health, $30 permit, $100 test give or take

There is no cheap way. The DMV has a set fee for getting a license. I think its around $20? Go to www.dmv.ca.gov
Why do you think its not affordable? Its even less than that if your a senior or disabled. You didn't ask what class license. I am assuming its a Class C. I don't know about the other classes.

The only way I know of to obtain a cdl is to go through your states' DMV. Why would you want to cut corners when others safety is at stake AND yours?
