where do u find the cut hm in pokemon emerald?

i had to start the game over and i was rushing everything so i forgot where to find the cut hm in pokemon emerald so can sum one help me please

You get HM 01: cut in Rustboro city.

Just catch a Zigzagoon or something and use it as an HM Slave. It means you'll only have 5 spots left for actual good pokemon, but at least you won't have to teach HM moves to any of them.
