I think that they don't want people trying to back their cars in and hitting another car or the wall! Plus, some states do not require a front end license plate. By having cars all park facing the wall, a police officer or attendant or valet could identify a car more easily...

In Florida, it is the law to park with your tail facing away from the wall (or away from the tire stop). The reason behind it is, in Florida, license tags are only on the back. If you back-in, the tags are not readily visible.

I only know one person who was ever ticketed by violating this rule. It happened at the parking lot of a police station.

less accidents that way....if you park facing out, you're more liable to drive right out into someone, where if you park and have to back out, then you LOOK and take time. (it's also so your plate can be read....some states don't have front plates, only back ones...garages/car parks like to be able to read the plates so that people's cars aren't there forever....)
