If penguins could fly they would not be able to dive as deep! They need heavier bones and denser bodies in order to reach those depths. They also need their flippers, thus no flight! If you want a penguin that flies look at the Auks of the northern hemisphere. They fill a very similar niche and look similar but they fly!

Penquins use their flippers in the same manner as flying birds use their wings in the air. But water has more resistance so large wings would be very hard to flap underwater. Ducks and other large birds that use their wings for propulsion underwater are forced to go relatively slowly compared to the penguin.

Penguins do fly but they do it under water. There is a limit to the size of a bird that can use its wings both for flight and for propulsion under water. The auks of the northern hemiphere do this but the largest auks, the guillemots, are about the same size as the little penguin which is the smallest penguin. There was a larger auk, the great auk, but that was flightless. It was also the first bird to be called a penguin

Not I. No one should. If penguin fly then it is not a penguin.

You know, penguins are a relative late comer evolution wise. It is thought they had flight. Then evolved into flightless birds but superior swimmers. So today's penguins are comparably a younger bird species that many flying birds.

They should fly then they could have the best of both worlds. Only they would probably crash a lot because they have such stubby bodies.
