This person is driving me insane he had spammed my blogs pages in 360 about 100 times a day he is not on my friends list but he does this why question is why

I'm dealing with someone like that and when I don't do anything I hardly hear from it!!!!!!!!!

That's exactly what they created the "Block User" feature for - and if you don't want people spamming your 360, then simply remove the link from your profile page...
Or you could always report the prick whenever he shows his face ;););)
As for WHY - Trolls don't need a reason to be idiots: They are simply BORN that way ;)
