A first party cookie is one for a specific site - like I have one for www.dallasnews.com which allows the site to recognise me and let me on without signing on.
A third party cookie is posted to collect information about how you use the internet and has nothing to do with most of the sites you visit.
It is recommended that you allow the first for convenience and bar the latter. If that results in your having to sign into a site every time you go there, then that site was posting a 3rd party cookie that others (3rd parties) can access.

A first party cookie would be a cookie saved directly to your computer from the website you are visiting. This would be like Yahoo saving login information on your computer.

I think a third party cookie is that from a website other than the one you are visiting, like advertisers and such. In theory, these third party cookies can be used to track your browsing habits.

I wouldn't recommend allowing third party cookies as it's just far too easy to exploit computers that use them.
