As long as you keep renewing it before it expires, you can have it indefinitely, but it's not free.

Some places will give you a domain name for free with a hosting plan, but only because they make enough money on the hosting plan that they are willing to pay the registration fee for you.

Some places in the past would let you have a subdomain free (e.g., yourname.someotherdomain.org), but offhand I'm not aware of anywhere that does that any more.
