i have tiscali for my isp and was wondering if its possible to change the isp number.they are blockn ports for my torrent client,but only in the day.

To change your IP address you can just restart your modem (unplug it for about 30 seconds and plug it back in). That doesn't always work with every ISP. You can also use an annonymous proxy server to make it look like you are accessing the internet from another place.

Your problem is not with your IP address. Bittorrent clients access the internet on certain ports. ISP's a lot of the time block the standard ports that BT uses. If you go into the preferences on your BT client (Azureus, or XTorrent or something), you can change the TCP port. I would recomend using maybe.. umm.. 49159. you could search google for good TCP ports to use. Many clients will say something like "incoming TCP listen port" or something. This should solve your problem. You can, of course just choose a random port number if this one doesn't work.

Also, to make it faster, once you find a port that works, write down the number and open that port on your router. To open the port on your router, you could either set a DMZ around your computer, which I wouldn't recomend doing on a PC, cause you'll get hacked. Go to your router, typing in 192.168.2.1 or 192.168.1.1 in your web browser. Go to google or search for an answer on opening ports (sometimes called "forwarding ports")

this is to stop you downloading large files during the peak hours, changing your ip address wont make any difference. you must be doing a lot of downloading, this is called the reasonable use policy, it is your account they are limiting, not just the ip address, nearly all isps have this policy now and there is nothing you can do about it. it is a total laugh as they say unlimited downloads but they are limiting your downloads with this policy. aol used to be unlimited downloads, that is why i chose them but they have now brought in the same thing

Highly unlikely; they assign you an IP number at random...but I'll bet they are more than willing to give you a static IP address for a small monthly fee.
