This happens to me all the time. I have found that the curvy cut of jeans that Old Navy carries works well to get around this problem. Wearing women's jeans helps too. For some reason, jean manufacturers think people who wear juniors sizes have flat butts or something.

Pinch the center back of your jean, mark how much to take up the waist line. Turn the jean inside out, draw a line and sewing from the mark at waist line down toward the hip seam. Try it, if it looks good, sew several more times and cut the extra fabric off. You may want to over edge the cut line.

That's the downside of hip hugging jeans. If you go for a jean with a stretch that's a little higher, it should help fix this problem.
Also, some jeans are cut higher only in the back, which may be a better style for your body. (I believe Victoria's Secret sells them)
A tailor can also take jeans in, and they shouldn't charge too much.

Altering jeans is complicated , even for a seamstress, so make sure you get someone with a lot of experience.
Best bet......get a nice belt and don't buy jeans that are extra low rise.

ugh i have the same problem. i need to buy bigger sizes to fit over my hips and butt, but it's too big for my waist. try j-lo or angel jeans. any "curvy" brand never seems to fit me right, but those are only 2 brands i've found that will fit decently.
belts just make it look retarded because it scrunches the waist...

Pull the jeans up, and let your shirt hang over the waiste line so no one knows. (Make sure the legs are still long enough).
Or take them to a tailor and have them altered.

I have seen this with a lot of people and I have wondered myself. Why don't we make our millions by making jeans that not only fit every girl but look awesome on them - and at normal prices!!
