The flag of Naples, Italy (the residents were call Neapolitans) consisted of three horizontal stripes, White, Red and Black. In the early 1800's. I guess someone thought that a block of three layer ice cream looked like that flag. White - Vanilla, Red -Strawberry, and Black - Chocolate. This three layer style of ice cream was very popular in the mid-late 1800's.

i thought it was napolean....haha, and im 14. ill have to start calling it neopolitan, even though it is nasty so i hardly ever say it...
