I use to have African Dwarf Frogs, but they jumped out of my tank and crusted over. I'm wantin' to get more of them. Do they need oxygen, a filter, etc... just like fish?

A filter and heater will be needed for them but not an airstone

You will need a filter because even though they arent messy eaters, their food fouls up the tank. They dont need any aeration; they swim up to the surface to fill their lungs with air and then do a super fast nose dive to the bottom haha.

They prefer a tropical temperature in the high 70s so you probably need a heater.

they swim to the surface for air, so you will not need an air pump. however, you will need a filter in order to keep the tank clean and also maybe a water heater.
