My vote is for Oklahoma. I grew up in a poverty stricken town there and thinking back on some of the things they handed out to people sickens me. It was just an incentive to be lazy.

First of all, they give out food stamps in the form of an "access card" which is just like a credit card that is only allowed to pay for food purchases (though some grocery stores would bend the rules and enter beer and cigarettes as "grocery"). When you take a blue credit card out of your wallet, the cashier would always enter it as an access card and have to re-do it, they were so used to those things.

Secondly, in lieu of medic-aid, Oklahoma offers a government paid private insurance plan called SoonerCare, which is just like a regular plan but the state picks up the tab. It's a far better plan that what they give state workers, such as teachers.

Finally, it is EXTREMELY easy to get on welfare. Just tell certain psycologists you're too depressed to work, and bingo! you get SSI for life.

I should also add that government housing there is nicer than most housing that people have to pay for.

Washington State is pretty much the same. We have a "Quest" card which is like a credit card but it's for food stamp and TANF cash benefits. For medical we have a program called medicaid. Same thing all you have to say is boo hoo I'm too sad to work......................

Even when the Central Govt is directly allotting its own programmes and funds, the states are showing the schemes as theirs, much to the annoyance of the Central leaders, particularly during elections! If the states are given the option to choose their own schemes, they would more easily make the claim for all goodies done at central expense! I see the reason as simply as this, though the Minister may have good reasons as told my Bala venkat sir! Democratic Decentralisation had been long in papers and only Rajeev ventured to route funds directly to the Rural bodies, instead of through state govts, which often diverted the flow from the focal schemes to other areas arbitrarily! The 73rd and 74th Constitutional amendments made as early as in 90's is yet to see significant transfer of powers to local bodies. So far so good! Because even with limited powers, the irregularities are massive! But what makes the complaint irrelevent is that the macro level - Central and State - administrations are no honest in the least and the funds are sure to be frittered away en route, whoever was going to administer them!

Honey, it's like that EVERYWHERE!!! Every state. Delaware is the same way. Yet, the people who really need it have trouble getting it!!!

Also, I must point out that while PSF11 and I have had some beef in the past, I can totally see his point. You seem to seek validation for your opinions a lot and on the scrapple question, someone saying "eww that's nasty" doesn't deserve best answer. Rather someone who answered your question completely and thoroughly.....hence someone with actual knowledge of the subject. However, it's a free country and you can do whatever you want.

Sorry to change the subject on you but I think this needs to be pointed out. You're a perfect example why I HATE Answers most of the time. It's a self-serving tool for people like you to use to validate their limited opinions. FIVE of the nine people who answered had something positive to say about scrapple ("Do people really eat this stuff called scrapple?"), a thing you NEVER tried in your life, and you vote one of the negative ones as the "best answer" and use it to validate your ill-founded idea ("I figured it would be pretty horrible")! And, all the positive opinions were based on personal experience. All the negative ones were based on heresy! HELLO! Why ask if YOU already know the answers! I think the rational response to a "legitimate" question would have been "Hmm, well, if so many people like it maybe it's better that I thought it would be".

I live in Oklahoma. OK is conservative, not liberal so you are way off base. The problem in Oklahoma is not that hand outs are easy, its that a higher percentage of its citizens qualify for welfare than in most states.

You need to realize OK is an extremely conservative state so its pro business anti-labor; wages are low and benefits are kept to a minimum....thus more people per capita qualify for public assistance than in states that are more labor friendly.

I have no facts just what I hear from people who live there. Right now I would say Michigan. They are hurting bad.

well... per capita or overall...

naturally states with higher populations will have "more handouts"...

but per captia I think it's a lot of the southern states... I looked it up one time a long time ago, but I'm to lazy to do it again...

uh...California. Look at all the illegals that come here. Also, they had to dumb down the school system, so more kids can graduate. Isn't that a shame.
